Community Development Block Grant Program (CDBG)

Community Development Needs

Community Development Block Grant (CDBG) is a federal program that provides communities with resources to address a wide range of unique community development needs.  The program is mainly intended to benefit extremely low to moderate-income households. The U.S. Department of Housing and Urban Development (HUD) oversees the program.

Funding

The Village of Palatine has received CDBG funding since 2000.  During this time, the Village has used CDBG funds for a number of public infrastructure projects.  The public infrastructure projects are required to be located in low to moderate income census tracts, based on the 2016-2020 ACS (American Community Survey).

2025 Action Plan

The Village of Palatine’s FY2025 Action Plan was adopted by the Village Council on July 14, 2025 as part of the 2025-2029 Consolidated. This Annual Action Plan includes the budget and a description of the projects that the Village will carry out during the October 1, 2025 - September 30, 2029 program year.

The Village is a participating jurisdiction in the Cook County’s Plan, but the Village has its own portions of the 2025-2026 Consolidated Plan which describes certain community needs and housing market conditions specific to the Village of Palatine.  This part of the Consolidated Plan also includes the Village’s strategic plan for addressing its community development needs and the 2015-2016 Annual Action Plan

Infrastructure Projects

The village provides funding to eligible infrastructure projects. In past years, the village has assisted public infrastructure projects located in eligible, low- and moderate-income eligible target areas (see link to map below).
